the requirements are more appropriate for maintenance task, but there is not enough effort and its good that they're included here. maybe the had to be some indicator about that.

3.5p Good design. I guess that implementing a task before its design review is not a good practice.

Totally agree, but implementation was revertible (actually Recycle bin forum was the only thing that was created and tested.) However , the forum is not so unusable in my opinion.

Seems like a good implementation. I'd suggest that calling the recycle bin "Locked and Obsolete Topics" sounds a little foreboding to English ears - "Old Topics" doesn't sound quite so scary. The RSS feed is useful - however, I'd point out that there isn't an obvious way for end-users (or even forgetful developers) to find that. This could be partially solved with a post in the FAQ announcing where to get RSS for the forums.
There is still the problem that people aren't using the forums, but I don't think that's the fault of this implementation - I think it's more of an organization problem. I also think this will change when the public starts looking at the site more often; it might be useful to add new posts from time to time just to make the forums seem more active. A lot of people are scared to post in a forum that looks like it's dead.
