this task is the same as GLOBAL_SPEC_MANAGING_R3 but it seems the design of R3 is unsufficient for the in book elements.

the analysis is sufficient, but we must find a way to approach this and previous revisions in parallel, so we can specified all needed elements. the things needed for the next release should be specified with highest priority.

In each iteration there is a GLOBAL_SPEC_MANAGING task. ITERATION_05 has two revisions - R3 and R4, because R3 is moved from the previous iteration. So I propose GLOBAL_SPEC_MANAGING_R4 to be either dropped or merged with R3 with greater effort.
